Is there a good time of the month to initiate a trade?

It depends upon what type of strategy you are using. 

Short term strategies (credit spreads & covered calls & put sales) can be affected more than long term strategies (straddles and strangles).  The question is applicable only based upon time decay of the options as they approach the expiration day for that month.  You will find that you have a harder time finder trades to implement for that month when you are too close to expiration day, as time decay will keep you from getting the premium or credit/debit you need, so you may have to go out to the next month to find feasible trades to fit your criteria.
